WASHINGTON-The Cellular Telecommunications Industry Association has appointed David Diggs the vice president of operations. He will oversee CTIA’s intercarrier operations and fraud management groups. Diggs previously worked for American Mobile Satellite Corp.
Other promotions include Eileen Gatens Mercilliott to vice president and managing director of the CTIA subsidiary, Cibernet; Jo-Anne Basile to assistant vice president of legislative affairs; Eric Hill to assistant vice president of intercarrier relations; and Michael Houghton to assistant vice president for news and media relations.
