Kathy Maloney has been named director of the New Product and Service Development Lab at BellSouth Cellular Corp. Maloney previously was with IBM Corp. for more than 20 years, most recently developing international business.

The company also has chosen two directors of new products and services, Joyce A. Jarema and Matthew L. McFee. Jarema will be responsible for new products in advanced cellular programming, advanced voice products/applications and personal communicators; she has worked previously for OKI telecom and General Motors Co. McFee will handle customer premises equipment for cellular phone products, and the company’s Cosmos system. He joins BellSouth from Motorola Inc., where he worked in sales since 1984.

Millicom International Cellular S.A. has appointed Roger Blott chief operating officer. Blott formerly was chief executive of the Central and Eastern European division of Cable & Wireless plc. He now will be responsible for day-to-day management of Millicom International’s cellular operations. Prior to joining Cable & Wireless, Blott was with Imperial Chemical Industries plc. MIC has cellular business in 19 countries in Asia, Latin America, Europe and Africa.

Hutton Communications of Dallas has appointed Donna Irby to the newly created position of product manager. Irby has been in the wireless industry for more than 20 years, most recently as Hutton’s customer service manager. The new position will help the company coordinate nationally. Hutton is a distributor of two-way communication and solar products.

Thomas B. Ross has been named vice president of communications at Globalstar L.P., the international consortium developing a mobile communications network using 48 satellites. Ross’ duties include public relations, investor relations and government relations. He previously was employed by the White House as special assistant to the president and senior director for public affairs of the National Security Council.

Carl Nordgren has been named chief operating officer of ReadyCom Inc. of Chapel Hill, N.C., creator of the ReadyTalk two-way, mobile voice messaging system. Nordgren previously was vice president of ReadyCom’s strategic relations, senior executive at Providence Journal Cellular, chairman and chief executive officer of FGI, a strategic marketing firm for the cellular and paging industries, and vice president of marketing for Dial Page Inc. Nordgren is the founder of Sterling Cellular.

Also, Thomas A. Stroup has joined the ReadyCom board of directors. Stroup is president and chief executive officer of Columbia Spectrum Management, which provides consulting services for the personal communications industry. Stroup formerly was the president of the Personal Communications Industry Association.

Robert Stevenson is the director of sales for American Messaging Services in Dallas, a joint venture between American Paging Inc. and Nexus Telecommunication Systems Ltd. of Israel. Stevenson will be responsible for sales and distribution of infrastructure and software products to system providers in North America. He previously worked for Panasonic Communications and Motorola Inc.’s subscriber paging division.

Karl E. Martersteck Jr. has been named president of ArrayComm Inc., a San Jose, Calif.-based company specializing in adaptive smart antennas for the wireless communication industry. Martersteck previously was vice president of architecture for AT&T Corp., supporting Bell Laboratories and AT&T business units in enterprise-wide technology planning. He led 1,500 engineers in the development of AT&T’s 5ESS digital switch.

SBA Inc. wireless communications consultants has named William Ogilvie vice president of operations. He will oversee all current site development projects for Boca Raton, Fla.-based SBA. Ronald G. Bizick II has been promoted to executive vice president of the company; he previously served as vice president of operations.

Nathan Kantor has been appointed president and chief operating officer of WinStar Communications Inc. Kantor previously served 18 years with MCI Communications Corp., as president of the MCI Northeast division handling marketing, sales, service and operations, and as president and COO of MCI International Inc., which he founded. Kantor most recently was president of the ITC Group, an international consulting firm. Kantor joined the WinStar board of directors in 1994 and was a consultant to the company through ITC.

As president and COO, Kantor will be responsible for all operations of WinStar and its subsidiaries. WinStar markets, creates and delivers telecom services, such as its Wireless Fiber last-mile service to long-distance carriers, competitive access providers and end users. It holds 38 GHz licenses in more than 40 U.S. metropolitan markets.

Scott Hoyt now is vice president of marketing for San Diego-based Westlink Paging Co. He will be responsible for developing and managing all of Westlink’s market initiatives. Hoyt has 17 years of marketing experience and was recently vice president of marketing for Paging Network Inc. and has held marketing positions with SkyTel Corp., McCaw Cellular Communications Inc., Southland Corp. and Procter & Gamble. Westlink formerly was U S West Paging Inc.

Metrocall Inc. of Alexandria, Va., has made two new appointments. Tom Matthews now is vice president of the Mid-Atlantic Region and vice president of sales and marketing. He will be responsible for corporate sales, marketing and managing the Philadelphia, Delaware, Baltimore/Washington, D.C., Virginia and Florida markets. Matthews had served as vice president of Metrocall’s Western region.

Dean Finkenberg is vice president of the Western region. He will manage market operations in Los Angeles, San Diego, San Francisco, Sacramento, Arizona and Nevada. Finkenberg previously was vice president of the company’s Southern California market. Before joining Metrocall, Finkenberg served as president of the Southwest region for Paging Network Inc.

Donald Warkentin has been appointed president of American Portable Telecommunications, which holds eight licenses for personal communications services spectrum. APT is a wholly owned subsidiary of Chicago-based Telephone and Data Systems Inc. Warkentin previously was vice president of multimedia marketing for U S West Communications, head of marketing for Mercury One 2 One in the United Kingdom and was director of product marketing for U S West Cellular. PCS markets won by APT include Houston and the Tampa-St. Petersburg-Orlando, Fla. area.

Telephone and Data Systems Inc. has appointed Karen M. Stewart the vice president of investor relations. In the newly created position, Stewart will design and implement a comprehensive investor program that will include communication with investment analysts for TDS and its publicly traded subsidiaries, United States Cellular Corp. and American Paging Inc.

Elaine Baugh has formed E Comm International, based in Tucson, Ariz., to provide marketing, advertising and public relations to wireless communications firms. Baugh was formerly vice president and group publisher of Cellular Marketing, Communications and Satellite Communications magazines, and previously owned a company that manufactured radio communications test equipment. She is a former commercial advisory committee member of the Association of Public-Safety Communications Officials International Inc.
