Jim Wolfinger, president and chief executive officer of Phoenix-based Choice Cellular, has been named president of the National Wireless Resellers Association. Wolfinger will serve a two-year term as president. Russ Kohlman, owner and principal executive of CellNet Communications, was named vice president of the association.

Pacific Bell Mobile Services has named John Baker vice president of network technology. Baker will be responsible for engineering and building a personal communications services network, as well as managing technical operations and new product engineering. Baker has more than 19 years experience in design, product manufacturing and engineering radio networks, including work with Orange plc and E-Plus PCS networks in Europe. Prior to joining PBMS, Baker was vice president of PCS Base Stations Systems for Nokia Telecommunications located in the United Kingdom and Dallas.

Charles A. Labarge is now president and chief executive officer of Mobility Canada. Labarge formerly was president and CEO of BCE Mobile Communications Inc. Prior to that, he was vice president of corporate services at BCE Inc. where he was responsible for human resources, corporate affairs and administration.
