MOSCOW-Vimpel Communications received clarification from the Ministry of Communications of the Russian Federation concerning licensing policies and frequency allocations for cellular communications in the Moscow area.
In a letter to VimpelCom, the ministry addressed the development of cellular communications networks at 800 MHz and the buildout of personal communications services networks at 1800 MHz.
VimpelCom said the letter suggests frequencies in the 800 MHz band in Moscow are designated for its mobile network, and any frequency assignments in this range would require VimpelCom’s consent.
VimpelCom said the letter also noted that KB Impuls, a VimpelCom subsidiary, received spectrum to operate a PCS network only after carrying out research on the availability of frequencies in the 1800 MHz band and developing coordination and usage plans at its own expense. VimpelCom said AO Rosico was issued its license to look for additional spectrum, but it believes no search for such frequencies has begun.
