Rankings are based on the total number of cellular resale subscribers reported by each company. Personal communications services was not included because resellers have either recently entered into contracts or are still negotiating contracts with PCS carriers..

For the purpose of this list, resellers are defined as those companies that do not own a network or cellular license and either resell cellular airtime from a licensed carrier or connect directly to a licensed carrier’s mobile switching center.
Many of the companies on the list also are resellers of paging and long-distance service.
