Cameroon

Cameroon is privatizing its two cellular phone networks. The first network is the newly created GSM concession, which was purchased by France Cable Radio but has not yet been built. The second network is the existing cellular phone network created and run by Camtel-Mobile. The government is looking for interested investors.

Egypt

Lucent Technologies announced that it will establish a wireless software development center and a customer technical support and training center in Egypt. The centers will support and encourage Lucent’s business in Egypt and better serve its customers in the region.

Morocco

Ellipso Inc. signed an agreement with the MIFA Group of Companies to develop and distribute Ellipso services in Morocco, North Africa and surrounding regions. Ellipso is developing a satellite system to provide low-cost voice and data services.

Niger

The government of Niger is proceeding with international bids for two GSM licenses. In addition, as part of its structural adjustment reform program, the government of Niger committed to privatizing 12 of its state-owned entities. Societe Nigerienne des Telecommunications (Sonitel) is currently the monopoly telecommunications provider and also offers cellular service. The government plans to find a strategic partner as a majority (51 percent) shareholder of Sonitel. The government will retain 35 percent of the shares, 11 percent of the shares will be offered to institutional investors and employees will own 3 percent.

South Africa

The South African Telecommunications Regulatory Authority (SATRA) said that public hearings on the third cellular license did not begin until September, confirming speculation that the new license cannot be granted until December due to the large number of responses received.

Tanzania

Vodacom Tanzania will be the fifth cellular phone operator in Tanzania. The company is expected to be operational in six months. Vodacom owns 55 percent of Vodacom Tanzania, and Planetel, Vodacom’s local partner owned by Tanzanian shareholders, owns 45 percent.
