SignalSoft

Steven Adams was appointed vice president of operations for SignalSoft Corp., a developer of wireless location services. Adams will oversee product deployment and installation, product technical support and customer training for all geographic areas, including North America, South America, Europe and Asia Pacific. Prior to joining SignalSoft, Adams served as technical business manager for Invisix Corp., where he was responsible for operational processes, technical direction and market implementation for four customer centers in California, Texas, Japan and the United Kingdom.

In addition, SignalSoft promoted former Director of Quality Assurance Chris Murdock and former Director of North American Sales Doug Demmel to the newly created roles of vice president of quality assurance and vice president of sales, Americas, respectively. Demmel will handle all sales operations, including direct sales and channel development and management for North and South America. Prior to joining SignalSoft, Demmel worked for Tandem Computers as a senior account executive focused on the wireless industry.

In his new role, Murdock will oversee product testing, formal review procedures, and problem tracking and reporting of company software. Prior to joining SignalSoft, Murdock served as director of software engineering for SCC Communications Corp.

SignalSoft also appointed Brian McNiff to vice president of Internet Services, overseeing the expansion of the local.info? Content Alliance, a worldwide program for companies that offer local content, applications and services. McNiff was a senior integration consultant at Little Harbor Capital, an investment banking company, prior to joining SignalSoft.

ATC

ATC Group Services Inc., an environmental engineering and consulting firm, named Peter Offermann chief executive officer and chairman of the board. Offermann will lead ATC’s executive team in directing the company’s national business expansion and growth. Offermann most recently was executive vice president and chief financial officer at TLC Beatrice International Holdings Inc.

Starfish Software

Gregg Armstrong was promoted to chief operating officer of wireless Internet solutions provider Starfish Software. In his new position, Armstrong will be responsible for strategic planning, finance, accounting, human resources, information systems and facilities. Armstrong previously was vice president of strategic planning and marketing for the company, spearheading its involvement as a founding member of the SyncML initiative.

Qualcomm

Kimberly Haile was promoted to senior vice president of Qualcomm Inc. and president of Qualcomm Digital Media, expanding the role she previously held as senior vice president and general manager of the digital media division. Haile joined Qualcomm in 1989 as a member of the OmniTracs contract and legal department. Later as vice president of operations for CommSystems, she assisted in managing Globalstar and other businesses until she was assigned to Qualcomm Digital Media.

PacketVideo

Ed Knapp has joined PacketVideo Corp. as senior vice president of wireless distribution. Knapp will be responsible for providing wireless systems engineering analysis, network integration services and global technical support to the company’s carrier customers. Prior to joining PacketVideo, Knapp co-founded and served as the senior vice president of engineering and chief technical officer of NextWave Telecom Inc.

Crown Castle

Crown Castle International Corp., which provides communication sites and wireless network services, announced a host of personnel changes to the company’s management team. David Ivy, former president of Crown Castle since 1997, was promoted to vice chairman of global mergers and acquisitions. Alan Rees was promoted to executive vice president of technology. Rees was president and chief operating officer of Crown Castle UK. Charles Green assumed the new position of executive vice president of global finance. Green was the company’s chief financial officer. John Kelly, former president and chief operating officer of Crown Castle USA, was promoted to president and chief operating officer of the company. Ed Wallander, former chief information officer, is the new president and chief operating officer of CCUSA and its subsidiaries. Michael Schuppert, former director of sales and marketing for the company’s United Kingdom division, was promoted to senior vice president of marketing and business development. Benjamin Moreland was promoted to chief financial officer of Crown Castle. Moreland was the senior vice president of finance and treasury for the company. Robert Giles, former executive vice president and chief commercial officer of CCUK, is the new president and chief operating officer of that division. Crown Castle also noted that Peter Abery was recently hired as managing director of the company’s new Australian subsidiary, Crown Castle Australia.

ScoreBoard

Charles Nam was hired as vice president of operations for ScoreBoard Inc., a provider of service assurance solutions for the wireless industry. Nam will oversee strategic business planning and development and will be responsible for managing special corporate initiatives. Prior to joining ScoreBoard, Nam was managing principal for The Fidelis Group, a consulting firm focused on strategy development, business planning and financial management for emerging technology companies.

SmartServ Online

SmartServ Online Inc., a Web and wireless applications services provider, hired Richard Kerschner as vice president and general counsel, and Evan Sohn as vice president of business development. Robert Pearl, formerly director of business development, was appointed vice president of strategy and alliances. Kerschner goes to SmartServ from Omnipoint Communications, where he was managing counsel in the legal and regulatory affairs department and was responsible for corporate finance, mergers and acquisitions, joint ventures and strategic alliances. Sohn was vice president of business development of the Strategic Technologies division of IMS Health and president of Logix Inc. Pearl will now be responsible for leveraging SmartServ’s wireless application development expertise and its carrier-class platform and service centers to drive growth.

ATIS

Jean-Paul Emard was appointed director of industry forums by the Alliance for Telecommunications Industry Solutions. Emard will be responsible for directing the ATIS-sponsored Industry Numbering Committee, Internetwork Interoperability Test Coordination Committee, Network and Services Industry Forum, Data-Aware Transport Activity and Generic Requirements User Group. Emard was recently staff vice president for Standards and Technology at the Electronics Industries Alliance.

SBA Communications

SBA Communications Corp. announced that Jeffrey Stoops, previously its chief financial officer, was promoted to president and will be responsible for all day-to-day operations. SBA also reported that John Marino, previously vice president of corporate development, was promoted to chief financial officer.

OZ.com

Fredrik Torstensson was appointed executive vice president of sales and business development at OZ.com. Torstensson will be responsible for developing the company’s business globally within mobile Internet, and will manage its acquisition strategy. Torstensson was responsible for business development at Ericsson Mobile Phones in the United States, where he sold and implemented the company’s first Wireless Application Protocol products.

Cellcross.com

William Mosconi was named president and chief executive officer of Cellcross.com, a new company formed to develop and deploy technology permitting cell-phone traffic worldwide over the Internet. Mosconi was president and chief executive officer of Elgin Technologies, a public company involved in t
he telecom and lighting industries.

CITI

Robert Atkinson, currently the deputy chief of the
Federal Communications Commission’s Common Carrier Bureau, was named executive director of the Columbia Institute of Tele-Information at Columbia Business School. At the FCC, Atkinson is responsible for Policy & Program and Industry Analysis.

ePhones

ePhones announced that Clifford Hall joined the company as president and chief operating officer and will be responsible for day-to-day operations, strategic direction, brand building, new business development and sales management. Hall was recently corporate vice president and general manager for digital imaging and new media development at Polaroid Corp.

Glenayre

Bert Klein was named chief financial officer of Glenayre Technologies Inc. and will be responsible for the company’s finance, legal and investor relations and will assist in strategic planning. Prior to joining Glenayre, Klein was CFO and vice president of finance and administration for MessageMedia, a provider of e-messaging solutions for online customer relationship management, where he oversaw the strategic development, finance and legal activities, human resources and investor relations for the company.

RFS

Radio Frequency Systems appointed Dr. Eric Munro to the company’s global management team as vice president of cable products. Munro will be responsible for new product development and strategic planning for the company’s cable transmission product line. Munro taught graduate courses for Keller Graduate School of Management in advanced project management and the strategic management of technology before joining RFS.

InfoSpace

Russ Arun has joined InfoSpace Inc.’s management team as chief technology officer, and will oversee the integration of all of the company’s technical development. Arun went to InfoSpace from Microsoft Corp., where he was most recently responsible for developing technology for handheld devices. InfoSpace also announced the appointment of Jean-Remy Facq as chief systems architect and Kevin Marcus as chief software architect.
