BSWD
BellSouth Wireless Data L.P. has named cellular industry veteran Donald Kovalevich as its new president and chief executive officer. Former BSWD President and CEO William Lenahan left the company in May to take a position at another telecom firm. Since then, J.D. Gardner has been serving as acting president and CEO. Kovalevich was president and general manager of Houston Cellular Telephone Co. and was chairman of Galveston Cellular Partnership.
FCC
The Federal Communications Commission announced numerous position changes within the organization. Dorothy Attwood, currently senior legal adviser to the chairman at the FCC, has been named to replace Lawrence Strickling as chief of the Common Carrier Bureau at the FCC. Strickling recently announced his resignation effective at the end of July. Prior to joining the Chairman’s Office, Attwood was chief of the Common Carrier Bureau’s enforcement division. The FCC also announced that Anna Gomez, currently deputy chief of the International Bureau, will replace Attwood as the chairman’s senior legal adviser. Gerald R. Faulhaber has been appointed as the FCC chief economist. Faulhaber is a professor of public policy and management at the Wharton School of the University of Pennsylvania. Ellen Rafferty has moved to the FCC’s International Bureau after 28 years as a congressional liaison specialist with the FCC’s Office of Legislative Affairs. Katherine Farroba has been named deputy chief of the policy and program planning division of the FCC’s Common Carrier Bureau. Steve Weingarten, formerly chief of the commercial wireless division of the FCC’s Wireless Telecommunications Bureau, has been named special counsel to the bureau chief. William W. (Bill) Kunze will assume the duties as chief of the commercial wireless division.
ICO-Teledesic
ICO-Teledesic Global Ltd. announced Greg Clarke joined the company as chief executive officer. Clarke is the former CEO of Cable & Wireless Communications plc in the United Kingdom. He will have overall management responsibility for the development of ICO and Teledesic’s wireless services. He also will work with ICO-Teledesic Global’s international partners. Prior to serving as CEO of Cable & Wireless Communications, Clarke was the company’s chief operating officer.

Michael E. Rubin has been named vice president for government relations for the United States Telecom Association.
IWTA
Robert Shriver, chairman of Securicor, has been named chairman of the International Wireless Telecom Association’s Wireless Internet Applications Council.
Cidera
Paresh Shaw, formerly of Aether Systems Inc., has been named vice president of business development for Cidera.
SCC Communications
SCC Communications Corp. has enhanced its Washington policy office by naming the following individuals to these positions: Martha Jenkins, director of regulatory affairs, was a former counsel with Sprint Corp.; John Lively, director of federal government relations, was previously a legislative assistant to Sen. Judd Gregg (R-N.H.), chairman of the commerce, justice, state and the judiciary subcommittee of the Senate Appropriations Committee; Lisa Dator, director of state government relations, was the manager of regulatory and legislative affairs for U S West Corp.
Flarion
Dr. Dan Stanzione was appointed to the board of directors of Flarion Technologies, a company formed to commercialize wireless data technology for the wireless Internet market. Stanzione is currently president emeritus at Bell Laboratories and special adviser to the chairman at Lucent Technologies Inc.
SignalSoft
Location application developer SignalSoft Corp. announced two additions to its sales team. Rory Enright was named the company’s vice president of worldwide sales, and Rob Studer was appointed director of sales for the Americas. Enright will manage SignalSoft’s worldwide sales operations and partnering initiatives and will be responsible for helping drive revenues in Europe, North and South America, and the Asia-Pacific region. Enright was vice president of sales and marketing at McData Corp. Studer will oversee the sale of SignalSoft products to wireless operators in North America and South America and will also begin building the Americas sales engineering team. Prior to joining SignalSoft, Studer was with Sirius Inc., where he was vice president of sales. SignalSoft also announced it promoted Christie Cestero to director of partner development. In her new position, Cestero will develop opportunities with current and potential partners, and oversee four channel managers who are focused on working with partners in selling or promoting SignalSoft applications. Cestero was a channel manager prior to her promotion.
Adaptive Broadband
Dr. Daniel Scharre was promoted to president and chief operating officer of Adaptive Broadband Corp., a data networking solutions company. Scharre will manage day-to-day business and will oversee the strategic evolution of company technology.
Nomad Networks
Bluetooth Internet service provider Nomad Networks appointed Rich Johnsen vice president of operations. He will be responsible for launching the company’s service and building its network operations, IT services and customer support organizations.
Paradigm Advanced Technologies
Paradigm Advanced Technologies Inc. appointed David Kerzner chairman and Eduardo Guendelman president and chief executive officer of the wireless location-based electronic commerce company. Guendelman is also the CEO of PowerLOC Technologies Inc. and Power Point Micro System Inc., which were acquired by Paradigm earlier this year.
Nextlink
Peter Marsh was named president of Nextlink Communications Inc.’s six-state southern region, overseeing the business operations of Nextlink in Florida, Georgia, Missouri, North Carolina, Tennessee and Texas. Marsh previously served as president and chief executive officer of Boston-based Complus L.L.P., a telecommunications wireline, wireless and staffing outsource company.
