MONTEVIDEO, Uruguay-The Direccion Nacional de Comunicaciones in Uruguay is drawing up rules for an auction of personal communications services licenses. The government will auction 15-megahertz blocks in the A and C band and 5-megahertz blocks in the D and E bands. No date was given for the auction.
Incumbent Movicom BellSouth will be permitted to apply, but the government-owned Ancel will not. Bands B and F are reserved for use by Ancel. Three operators will exist in each region.
The country is also considering auctions for trunked radio services in the 800 MHz band and data transmission services in the 3.5 GHz band.
