Telcom Global

Chris Carter was appointed Telcom Global Solutions Inc.’s senior director for engineering services. In his new position, Carter will be responsible for planning and managing the company’s global resource pool. Carter has more than seven years of experience in wireless network design and optimization. Most recently, he was the senior member of the technical staff with Southwestern Bell Corp.’s SBC Technology Resources Inc., where he contributed wireless expertise in part of the company’s research and development organization.

AgentGO

Dwight Moore is AgentGO’s new chief technology officer, where he will be responsible for the day-to-day management of the company’s development teams, as well as determining the company’s technical strategy and direction. Moore has more than 10 years of experience in technology management. Before his current position, Moore was the co-founder and chief technology officer for BTExchange, and also served as the interim chief technology officer at NetBotz. Also at AgentGO, Ed Conlin was appointed as the company’s vice president of marketing, where he will be responsible for marketing strategy, brand development, public relations, advertising, direct marketing and merchandising. Conlin has more than 30 years of experience in corporate and brand marketing with both small and large companies. He has held jobs with companies such as General Electric, Eaton, Omnicom and SicolaMartin, and has worked with clients such as IBM Corp., Hewlett-Packard Co. and Compaq Inc. Also at AgentGO, C. Enrique Ortiz was promoted to vice president of development for platform and tools, where he will be responsible for the ongoing development and management of the company’s agentWORKS mobile application platform and toolset. Ortiz was most recently director of mobile/wireless technology. Ortiz has more than 10 years’ experience in software research, architecture, design and development. Prior to AgentGO, Ortiz was senior software engineer at Pervasive Software and a developer for IBM.

T-Speed

T-Speed Broadband Communications elected Randy Schriewer, chief financial officer of Broadband Gateways Inc., to its board of directors. Schriewer has more than 20 years of experience in finance and management. He was previously the senior vice president and chief financial officer for CyBerCorp Inc., where he led the sale of the firm to The Charles Schweb Corp. Schriewer also worked as chief financial officer for Jerell Inc. He has also worked for Bank Building Corp., Forney Engineering Corp. and Mallinckrodt Inc.

Qualcomm

Jeffrey K. Belk was promoted as Qualcomm Inc.’s senior vice president of marketing, where he will be responsible for the company’s marketing and corporate communications worldwide. Previously, Belk was the company’s senior vice president and general manager for Eudora Products. Belk, who has more than 10 years of experience in the personal computer industry, joined Qualcomm in 1994. Also at Qualcomm, Peggy Johnson was promoted from senior vice president of sales and marketing for Kyocera Wireless to senior vice president and general manager of the company’s new Internet services division. Johnson joined the company in 1989 as a software engineer with Qualcomm’s OmniTracs division. She moved to Qualcomm Consumer Products in 1997 as vice president of business development. Also at Qualcomm, the company’s board of directors voted to appoint President and Chief Operating Officer Richard Sulpizio to a board member position. Sulpizio fills the vacancy left by the resignation of Andrew Viterbi, the former vice chairman and chief technical officer of Qualcomm, who resigned from the board following his retirement in March. The board also nominated Sulpizio for re-election to the board during the company’s annual stockholders’ meeting. Also at Qualcomm, James A. Clifford was promoted to senior vice president for the company’s CDMA Technologies division, where he will be responsible for all operational activities for the division, including quality, wafer fab foundry and packaging organizations. Clifford was in Qualcomm’s OmniTracs division until 1996 and has since served as vice president of the QCT division. Clifford has more than 25 years of experience in a variety of engineering, semiconductor and manufacturing companies. Before working for Qualcomm, Clifford worked in a variety of positions at Unisys Corp.

Arch

Arch Wireless Inc. announced John Frazee Jr., former chief executive officer of Paging Network Inc., has resigned his position as nonexecutive chairman and member of Arch’s board of directors. Frazee said he wanted to focus all his energies as chairman of Vast Solutions Inc., the former PageNet subsidiary spun off as a result of the Arch merger.

Nisus

Nisus Inc. formed its new management team and board of directors. The company’s directors include Keith Block, Oracle’s senior vice president for North American consulting and global data warehousing; Arthur L. Cherry, Federated Management Services Company’s president and chief executive officer; and Robert Rudelius, MediaDVX’s chairman and chief executive officer. Nisus’ management team includes Satish Vankayalapati, co-founder and chief executive officer; Laxman Venigalla, co-founder and vice president of technology; and Tilak Doddapaneni, co-founder and chief delivery officer.

RangeStar

Dan Paulson joined RangeStar Wireless as the company’s senior vice president of sales, where he will be responsible for the day-to-day strategic management of the company’s sales, business development and marketing units. Paulson was previously worked at Nokia Corp., where he was sales director for GSM 1900 equipment. He was also employed as general manager at BellSouth’s MobileComm division.

Leap

Steven D. Reifschneider will oversee Leap Wireless International Inc.’s rollout of Cricket service to markets in the Southwest, the company announced. Reifschneider will serve as the company’s regional vice president of the Southwest in the company’s Albuquerque, N.M., office. He has more than 20 years of experience in cable television and broadcasting. For the past six years, he was the president and general manager for Jones Intercable in Albuquerque. He has also worked at Crown Cable in Connecticut and Heritage Cablevision in California. Also at Leap, David Davis, formerly of Cellular One, was named the company’s regional vice president for the Midwest.

Mobilocity

Larry D. Clark was appointed president and chief executive officer of Mobilocity Inc., where he will lead the company’s overall corporate operations and set its strategic direction. Clark previously served for three years as executive vice president and chief operating officer for Proxicom, where he was responsible for business development and service delivery for the company’s clients. He also helped take the company public in April 1999. Before joining Proxicom, Clark worked for six years in executive positions with MCI Systemhouse. Prior to that, Clark worked for McKinsey & Company and The Information Consulting Group.

Air2Lan

MeshNetworks’ Chairman and Chief Executive Officer Masood Garahi is Air2Lan’s newest board of directors member. Garahi has also served as chief technical officer for TV Guide, where he helped develop the infrastructure for an interactive television network. Garahi also led the technical team to develop two-way messaging at SkyTel.

ITA

Donald J. Vasek will serve as The Industrial Telecommunications Association Inc.’s new executive director in the Spectrum Operations and Analysis division, where he will be involved in governing ITA’s frequency coordination and spectrum management process. Vasek has more than 20 years of experience in the private land mobile community and has previously worked as the director for government relations for the Personal Communications Industry Association.

U.S. Wireless

Dispesh Shah was hired
as U.S. Wireless Corp.’s new vice president of engineering, where he will be responsible for cont
inuing development of the company’s RadioCamera system. Prior to his new job, Shah spent 10 years in various leadership positions in Lucent Technologies Bell Laboratories, most recently as senior manager in wireless applications and performance. As senior manager, Shah helped assemble and lead multi-disciplinary engineering teams involved in digital wireless technologies.

White House Counsel’s Office

Helgi Walker, formerly the chief of staff and senior legal adviser for Federal Communications Commission Commissioner Harold Furchtgott-Roth, was appointed associate White House counsel and special assistant to President George W. Bush in the White House Counsel’s Office. Ben Golant of the Cable Services Bureau will assume Walker’s mass media and cable responsibilities on an interim basis.

FCC

The Federal Communications Commission announced the following appointments to its Consumer Information Bureau: Thomas D. Wyatt as associate bureau chief in charge of operations; Margaret Egler as associate bureau chief for policy; Jack L. Forsythe as chief of the consumer information network division; and Stephen R. Gorey as chief of the system support office. The FCC named C. Anthony Bush, chief economist in the FCC’s Office of General Counsel, as acting chief of the commission’s Office of Communications Business Opportunities. This is the second tour of duty for Bush, who served in the same capacity for three months in 1999. The FCC made the following changes to its International Bureau: J. Breck Blalock as deputy chief of the planning and negotiations division; Julie Buchanan as associate chief of the international spectrum and communications policy branch of the planning and negotiations division; Linda Pintro Armstrong as senior legal adviser in the planning and negotiations division; Jack Deasy as chief of the multilateral and development branch of the telecommunications division; and Claudia Fox as chief of the policy and facilities branch of the telecommunications division. The FCC moved Glenn Reynolds and Jeffrey Dygert from its Enforcement Bureau to the commission’s Common Carrier Bureau. Reynolds is associate chief and Dygert is assistant chief. The FCC appointed Nanette Thompson, chairman of the Regulatory Commission of Alaska, to the Federal-State Joint Board on Universal Service. The FCC named Linda Paris as acting director of its Office of Media Relations. Finally, the FCC named Jay Heimbach as acting director of its Office of Legislative and Intergovernmental Affairs.

Jeffrey L. Ross was named vice president of corporate development and strategy for Time Domain Corp.

Steve Wright, formerly of Globalstar, was named chief financial officer of Adicom Wireless.

Robert H. Dunkel, director of legislative affairs for Lockheed Martin Global Telecommunications, joined the United States Telecom Association.

Sprint PCS

Dennis Rabon was promoted as Sprint PCS’ new area vice president for markets in the Carolinas and Georgia, and he will be responsible for directing and coordinating all field sales in his areas. Rabon was previously the company’s market manager for the South Carolina regions of Columbia, Sumter and Orangeburg. Rabon has worked for Michelin Tire Corp., PageNet and Rabon, Lengel and Associates.

ScoreBoard

Kevin Ormsby is the new vice president of account development for ScoreBoard Inc., where he will be responsible for establishing new accounts and developing strategic alliances and partnerships with wireless carriers. Ormsby has more than 18 years of experience in telecommunications sales and marketing, and was previously with Wireless Facilities Inc. as the company’s vice president of sales and business development. Ormsby has also worked for Broadband Networks Inc., Lucent Technologies and Nortel Networks.

U.S. Wireless Data

Christopher W. O’Hara was appointed as president of U.S. Wireless Data Inc., a newly created position, where he will be reporting to Dean M. Leavitt, the company’s chairman and chief executive officer. In his position, O’Hara will oversee sales, business development, account management and marketing efforts. O’Hara has more than 15 years of experience in the merchant acquisition and transaction processing industry. He was previously president and chief operating officer of International Check Services, and has worked for a variety of companies.

PCIA

Karen Guthrie King will work as a director of government relations for the Personal Communications Industry Association, where she will represent the association on a variety of advocacy efforts, including interconnection, the Federal Communications Commission’s Indian Telecommunications Training Initiative, and PCIA’s Global Initiative. King has more than 16 years of experience in the telecommunications industry. Most recently, she was with the law firm Manatt, Phelps and Phillips as a telecommunications specialist. She was also director of government relations for Starpower Communications L.L.C.

Wi-LAN

Sayed-Amr El-Hamamsy is Wi-LAN Inc.’s new chief operating officer, a position in which he will lead the development of the company’s I.WiLL product line. He will also be responsible for supply chain operations, quality and information systems. El-Hamamsy has more than 15 years of experience in the high technology industry. He has worked at General Electric as an e-engineering leader and as manager of GE’s magnetic resonance imaging program.
