FCC seeks comment on balloon base-station concept

WASHINGTON-The Federal Communications Commission is accepting comments on a request from Space Data Research L.L.C. for a declaratory ruling or waiver to allow it to use balloons as base stations to offer two-way paging and other advanced messaging services.

Space Data said it plans to use spectrum acquired from bankrupt TSR Wireless Inc. to offer service to rural and other underserved regions that it says are too remote or costly to be covered by ground-based infrastructure.

Comments are due May 18 with replies due on May 28.
