Shanghai issues law on base station construction

BEIJING—The Shanghai municipal government has issued the Construction Law of Shanghai Mobile Communications’ Base Station, which came into force on 1 August. The law aims to streamline administrative procedures for base station construction. Six municipal bureaus together drafted the law, the first of its kind in the country.
According to a story in the China Daily newspaper, conflicts sometimes occur between mobile operators and building owners, who fear health risks as a result of building mobile transmission masts.
The Radio Administrative Commission will grant approval to build base stations. Operators must inform building owners 15 days in advance of their plans. The law further stipulates that base stations should be shared between operators.
Shanghai has 4.8 million mobile phone users and more than 1,700 base stations.
