WASHINGTON—The prime minister of Australia will propose a free-trade agreement with the United States when he meets with President George W. Bush on Sept. 10. John Howard said a FTA with the United States could be difficult to negotiate. The Australian government is expected to ask to lower most tariffs to zero.
