WASHINGTON—Spectrum allocation policy is “seriously fractured,” and “simply not keeping pace” with technology, said FCC Chairman Michael Powell in a morning press conference.
In other news, Powell said negotiations for a settlement of the NextWave Telecom Inc. bankruptcy have been “very difficult to obtain … it is still an open question. … This thing has 450,000 moving parts and constituencies,” Powell commented in the agency’s first public statement since word of the settlement talks broke last month.
