BEIJING—China Mobile is not satisfied with the slow adoption of its General Packet Radio Service (GPRS) services. At the end of 2001, only 1.5 million of its 145 million mobile-phone subscribers used GPRS.
Some users could not make or receive phone calls during busy hours, an indication that China Mobile needs to set up more base stations. Content development is also lagging, and many subscribers complain about high phone bills.
