BUENOS AIRES, Argentina-Alvaro Uribe’s Colombian government has decided to postpone the national-level auction of three regional personal communications services (PCS) licences until January and has added to the conditions of the contract, requiring the new operator to operate using 2.5-generation (2.5G) network infrastructure, so the system will be able to transmit data at more than 48 kilobits per second (kbps).
Martha Pinto de Hart, minister of communications, announced that companies that wish to be part of the auction can present their own technical proposals until 2 December. The new conditions require license winners to not only pay the original license price at the auction, but also contribute 1 percent of the annual price of each license to create a technology promotion fund in Colombia.
