WASHINGTON-Gerald McGowan, a wireless attorney and U.S. ambassador to Portugal in the Clinton administration, has been appointed to the board of directors of Portugal Telecom. McGowan is currently of-counsel to the Washington, D.C., law firm of Lukas, Nace, Gutierrez & Sachs.
