WASHINGTON-Two California Public Utilities Commission members are crafting a new plan that could reduce or erase the record $12 million fine the agency assessed against Cingular Wireless L.L.C. last year.
Commissioner Susan Kennedy, who previously signaled she would write an alternate decision in the Cingular matter, has now been joined by CPUC President Michael Peevey.
Lester Wong, a telecom aide to Peevey, said it has not been determined which of the two CPUC commissioners will offer the new Cingular proposal.
Kennedy and Peevey voted against the bill of rights for telecom consumers approved by the CPUC last week. Kennedy put forth a deregulatory bill of rights to counter more restrictive plans, but hers was voted down, 4-to-1.
