The FCC order says service providers must obtain, validate and verify for every 911 center within their footprint for notification purposes in case of an outage. And service providers must also validate this on an annual basis.

They have met with service providers as well as FCC Commissioners to make sure they are all on the same page.
In this process, they gather proof of verification, preferred method of contact and all the appropriate information. Then they revalidate it all on an annual basis for ongoing accuracy.
