Groove Mobile is testing an off-portal direct-to-consumer service that will give consumers access to Sony BMG’s music catalog. The trial is being conducted with Vodafone UK. The carrier’s customers can download music by sending a text message to the service. The company currently is running a promotion featuring Elvis Presley that prompts users to text a short code to download music, tones and information to their handset.

U.S. Cellular announced it awarded scholarships totaling $15,000 to three Chicago-area students. Winners were Ruthvik Basavaraj of West Chicago, Ill., Kelsey Davis of Bloomingdale, Ill., and Lauren Zabrin of Arlington Heights, Ill. Each student received $5,000 toward their undergraduate studies. The program is open to children of U.S. Cellular associates.

Satellite search and rescue
The British Ministry of Defense is deploying a flight tracking system from Blue Sky Network that uses Iridium’s satellite network. The system will be used for the Search-and-Rescue division of the Royal Air Force, said the companies. It will allow aircraft to be tracked and provide satellite voice communications for search and rescue efforts. Tracking data from Blue Sky Network’s SkyRouter portal will be integrated with existing command and control systems at the RAF, said the companies.

Shut up and vote
Members of Bosnia’s parliament could face fines for talking on their cellphones during parliament sessions, according to a Reuters report. The fines would also be levied for reading newspapers or engaging in other distracting behavior during sessions. The fines are included in recommendations for a new code of conduct drafted by a parliamentary commission and Bosnia’s Center of Civil Initiatives. Members would first receive a warning and then be fined half their monthly salary, followed by public denouncement for continued infractions.
