TEL AVIV, Israel-Israeli wireless operator Cellcom and start-up SpeechView launched LipCcell, a patented software to allow deaf and hard-of-hearing citizens to use mobile phones.
LipCcell is installed on a user’s computer and connected via cable to a cell phone so when a user receives a call, the voice on the cell phone is translated into a three-dimensional animated face on the computer that allows the user to lip read.
The software can be used with a PC or laptop, although plans are in the works to enable it on personal digital assistants. The software kit will sell for $125.
