BUENOS AIRES, Argentina-The Colombian Communications Ministry announced that with the increase of 320,000 new cellular phone users in the second quarter of this year, the current market of cell-phone owners has reached 3.87 million.
Billed airtime passed 1.41 billion minutes during this period compared with 1.33 billion in the first part of the year.
