China Mobile subsidiary launches calling-party-pays promotion

BEIJING—Despite an official ban, China Mobile’s subsidiary in southwestern Guizhou Province launched a trial run of a controversial calling-party-pays billing system. China is officially still using a two-way billing system, whereby the caller as well as the called party pay part of the call charges.

Xinhua News Agency reported that Guizhou Mobile Communications would offer calling-party-pays services between 17 May and 13 July. The company said it is a promotional offer to celebrate the official launch of its General Packet Radio Service (GPRS) service on 17 May.

But China Mobile and China Unicom have been ordered by the Ministry of Information Industry (MII) to stop small-scale trials of the calling-party-pays billing system in other Chinese cities.
