JOHANNESBURG, South Africa—The regulating bodies of South Africa and land-locked neighbor Lesotho have entered an agreement to resolve such issues as frequency interference and interconnection.
Mandla Langa chairman of the Independent Communications Authority of South Africa (ICASA) said the agreement was the result of a complaint received last year concerning the mobile-phone signal spillover. Most of the major centers of Lesotho are situated near the border with South Africa, allowing the subscribers to make calls using the South African mobile networks, thus bypassing the Lesotho operators.
To find a solution the regulators must wait for a survey that may quantify the problem and present a technical solution, such as reducing broadcasting power.
The agreement has been held up as a model of cooperation that could exist between Southern African Development Community (SADC) states.
