WASHINGTON—The settlement deal to end the dispute regarding the PCS C- and F-block licenses of bankrupt NextWave Telecom Inc. ran into static from both houses of Congress on Thursday as lawmakers questioned whether and why Congress should pass legislation codifying the deal by the end of the year.
Industry lobbyists remained confident lawmakers would approve the deal given the amount of money—$10 billion to the U.S. treasury—involved.
Congress must approve the deal by Dec. 31 or parties involved in the months-long negotiations can walk away from it.
