WASHINGTON-The Arkansas Broadcasters Association last week urged the Federal Communications Commission to require mobile satellite service operators to relocate broadcasters, regardless of their size, whose equipment cannot be reprogrammed, on the same basis as broadcasters in the top 30 markets. This would change the current procedures where MSS operators are only required to relocate large-market broadcasters.
