In Peru, the price of phone calls made from Telefonica del Peru landlines to any mobile phone will decrease 58% starting Dec. 30. Peruvian telecommunications regulator Osiptel announced a resolution approving a new rate of 0.30 soles (U.S. 11 cents) per minute, including a general sales tax.
Currently, this fee is not regulated and costs about 0.72 soles (27 cents) and until a few months ago cost as much as 1 sole (37 cents) per minute.
The regulation will apply to fixed lines of Telefonica del Peru, which has nearly three quarters of the country’s market share.

Osiptel said that the top rate of 0.30 soles per minute is based on the cost of landlines to any cellphone. The regulator said the fee will place Peru among the Latin American countries with the lowest rates.
For the rate to take effect, Osiptel convened four public hearings held simultaneously in Lima, Huancayo, Trujillo and Iquitos, where they listened to the views of operators, the user associations and the general public.
