MCCAIN INTRODUCES LEGISLATION CONNECTING E911 FEES TO TOWERS

WASHINGTON-If you listen to the wireless communications industry, strongest signal procedures will not be necessary once legislation to underwrite wireless E911 upgrades with fees paid by mobile phone carriers when they site antennas on federal property is passed by Congress.

McCain introduced such legislation last Thursday. (See related story on page 1.) He was joined by Senate communications subcommittee Chairman Conrad Burns (R-Mont.). “Enabling people to call for help in emergencies and get a prompt public-safety response saves lives,” said McCain.

Language was added to the Senate bill to reassure state and local government officials their authority would not be undermined by the legislation. But the National League of Cities still opposes the E911 measure, according to Frank Shafroth, director of policy and federal relations.

Given that opposition and the brief number of legislative days remaining in the 105th Congress, it is unlikely E911/antenna-siting legislation will be approved this year unless the leadership in both houses make it a priority.
