Telephone and Data Systems Inc. elected George W. Off to its board of directors. He replaces Robert J. Collins who retired Jan. 7. Off will become chairman of the company’s stock option compensation committee and its audit committee. Off is president, chief executive officer and board member of Catalina Marketing Corp., which he helped found in 1983.

Gil Stein joined Cellular City as director of retail operations in San Diego County. Stein previously served as western regional sales manager for Audiovox West Corp. and Cousin’s Warehouse, and as telecommunications manager, buyer and agent for GTE Mobilnet Inc.

Century Communications Corp. appointed Clifford A. Bail vice president of legal affairs and corporate counsel. He will be responsible for corporate legal and transactional matters. He most recently was a senior partner for Leavy Rosensweig & Hyman where he specialized in the media and telecommunications field including mergers, acquisitions, general corporate matters and financing transactions. Bail is a member of the Federal Communications Bar Association, the American Bar Association and the New York State Bar Association.

Glenayre Technologies Inc. elected Donald Bates and Stephen Kelbley as directors to fill the board spots of Gerald Cramer and Edward Rosenthal who retired. Bates is a private management consultant with 46 years of experience in the electronics and telecommunications industries, Glenayre said. He currently serves on the board of directors of 3D Systems Corp., and he previously served on the boards of Communications Industries and Piezo Electric Products. He is a member of the National Association of Corporate Directors. Kelbley is executive vice president of Springs Industries Inc., a home furnishings company based in Fort Mill, S.C. He also serves as a director of Connectivity Technologies Inc., and he is a member of the board of Financial Executives Institute.

XYPOINT Corp. appointed Scott D. Berg vice president of network operations. He will be responsible for delivering the company’s wireless locations-based services including wireless enhanced 9-1-1 to wireless carriers and other customers. Berg will oversee all service delivery and quality assurance aspects of XYPOINT’s national network. Prior to joining the company, he was director of network solution support for Andersen Consulting where he worked for clients including Sprint Spectrum L.P., Pacific Bell Mobile Services and AT&T Wireless Services Inc.

XYPOINT also named Thomas J. Wolf director of marketing. He is responsible for marketing the firm’s services and helping customers extend the quality of their networks and services. Wolf previously worked for U S West Inc. as a director in its market strategy development group, where he created marketing strategies for various wireless groups within the company.

Louis C. Golm was named president of AirTouch International succeeding Arun Sarin who becomes president and chief operating officer of AirTouch Communications Inc. Golm will be responsible for current AirTouch International businesses, all new international ventures and the company’s involvement in the Globalstar L.P. satellite system. Previously, Golm was president and chief executive officer of AT&T Japan. During his 33 years with AT&T, Golm held positions in areas including sales, operations, engineering, human resources and marketing. He also headed AT&T’s business sales organization, which marketed domestic and international services to all business customers in the United States.

Nextel Communications Inc. signed four-time Olympic gold medalist Amy Van Dyken to help promote the company’s PowerFone in its Rocky Mountain market. Van Dyken will make public appearances and appear in advertising to promote the phone. The PowerFone was used during the 1996 Summer Olympics to help athletes, volunteers and staff communicate between the Olympic Village and event venues. Nextel launched its digital network in the Rocky Mountain region in October.

Lucent Technologies Inc. named Teresa Vega vice president and general manager of its global wireless products group, which designs and manufactures digital wireless handsets for personal communications services networks. Vega joined AT&T Corp. 20 years ago as a member of the technical staff at Bell Laboratories. In 1992 she was named vice president of product management and marketing of AT&T’s network wireless systems unit, and in 1994 she was named vice president and chief operating officer of the unit’s Autoplex wireless systems business. Late last year she assumed additional responsibility as vice president of customer business management for Advanced Mobile Phone Service and PCS equipment for the North American region.

PriCellular Corp. appointed Dennis W. Stone general manager of the company’s newly-acquired Orange County, NY, market. Stone previously was general manager of the company’s Alabama cluster. Prior to joining PriCellular, he held a sales position at Centel Cellular in Tyler, Texas.
