AT&T Corp. formally named Alex Mandl president and chief operating officer of the new AT&T and a member of the company’s board of directors. Mandl has headed the company’s long-distance services business since 1993 and was AT&T’s chief financial officer from 1991 to 1993.

AT&T also appointed the senior leadership team for the new communications services company to be formed after the company’s restructuring. John Zeglis, currently AT&T’s chief legal counsel, has been named senior executive vice president of policy development. Zeglis will continue to lead AT&T’s government affairs and legal organizations, with expanded responsibility for setting corporate policy as chairman of the newly formed Executive Policy Counsel.

Allen Telecom Group Inc. has named Chris Morton president of its Allen Telecom Systems Division. Morton will be responsible for all sales, marketing and profit performance efforts as well as product development. Previously, Morton worked for Navesink Communications.

PCS PrimeCo L.P. named Karen Little vice president of marketing. Little will oversee the overall strategic objectives, policies and programs for the sales and marketing activities of the company. Prior to joining PCS PrimeCo, she was vice president for AT&T Corp.’s Global Information Systems group.

Sprint Cellular Co. announced it has formed its senior executive team that will lead the company after its planned spinoff from Sprint. The company said Michael Small will serve as its chief financial officer and executive vice president. Small rejoined Sprint Cellular in December 1995. He had been president and CEO of Lynch Multimedia in Greenwich, Conn. He was previously with Sprint Cellular in an executive capacity before leaving in 1994.

Kevin Beebe will serve as the company’s executive vice president for corporate development, and Gary Burge will become senior vice president of finance. Sprint Cellular named Kevin Gallagher senior vice president, general counsel and secretary.

AccessLine Technologies of Bellevue, Wash., has appointed A. Robert Handell president and chief operating officer. Previously, Handell was executive vice president and chief operating officer at MobileComm, a BellSouth company. Handell is now responsible for AccessLine’s worldwide operations.

Arthur Andersen announced Michael Mullineaux has joined the firm’s U.S. national telecommunications practice. Millineaux’s responsibilities include assisting established and emerging global communications companies with financial and business issues as well as aid in business plan preparation, market valuation and research and new product development. Prior to joining the firm, Mullineaux founded the Comvergent Associates, a private telecom practice, where he focused on market analysis, product development and business planning.
