Preferred Networks Inc. announced Victor L. Jackson has joined the company as vice president of interconnection. Prior to joining PNI, Jackson was director of interconnection for Paging Network Inc. His previous positions include regional technical adviser for Ameritech Mobile Communications Inc., founder and president of NetCall Inc. and vice president of Telephone Communications Service Corp.

Arch Communications Group Inc. announced William A. Wilson has been promoted to executive vice president and chief financial officer. In addition to his responsibilities of corporate finance, Wilson also has overall responsibility for Arch’s information technology and investor relations functions. Wilson joined Arch in 1989 and previously was vice president of finance and chief financial officer.

David McCarthy has joined American Portable Telecom Inc. as vice president of information technology. He will be responsible for building APT’s information technology architecture, organization and systems capability.

Los Angeles Cellular Telephone Co. has promoted Maher Qubain to director of wireless engineering. Qubain will oversee design and expansion projects for L.A. Cellular’s wireless telecommunications system. During his three years at L.A. Cellular, Qubain helped manage the buildout and refinement of L.A. Cellular’s system and most recently served as senior manager of radio frequency engineering.

Paging Partners Corp. has appointed Keith Powell executive vice president and general manager. Powell will be responsible for developing and implementing the company’s annual business plan, including budgetary and strategic growth initiatives. Powell’s focus also will be on promoting AlphaPlus services and wireless data products, increasing shareholder value and gross profit and cash flow.

The National Dispatch Center Inc. announced Elizabeth A. Ryner has been named vice president and general counsel. Ryner will be responsible for legal affairs, business transactions and risk management issues. She also will oversee the Project and Contract Administration department, which will implement service contracts and commitments with NDC’s customers and strategic partners.

InterCel Inc. has appointed Edward C. Horner chief operating officer and Jill Foehrkolb Dorsey vice president and general counsel of the company. Both positions are new.

Horner will direct all aspects of the wireless operations for IncerCel. Prior to joining the company, he was assistant vice president of marketing and distribution for GTE Mobilnet Inc., where he was responsible for the marketing and sales activities for all of GTE’s personal communications services license areas.

Dorsey previously served as director of legal affairs for GO Communications Corp. In her new position, Dorsey will be responsible for all legal support of the company’s cellular and PCS activities>
