The Federal Communications Commission announced three appointments in the Wireless Telecommunications Bureau. David Horowitz was named chief of the Private Wireless Division of the Bureau, which he joined in 1995 as deputy chief. He joined the commission in 1998 as a staff attorney with the legal branch of the Policy and Rules Division of the Mass Media Bureau. Before joining the commission, Horowitz was an associate with the law firm of Leventhal, Senter & Lerman. Lisa Higginbotham was named deputy chief of the Private Wireless Division. Prior to joining the bureau, she was a senior staff attorney in the Office of General Counsel Administrative Law Division. She joined the FCC in 1990. Jerome Fowlkes was appointed deputy chief of the Auctions Division, where he will be responsible for financing issues associated with auction installment loans including grace period requests, loan servicing and loan portfolio management. He joined the Auctions Division in 1996.
Airadigm Communications Inc. named Jean Pelegrin marketing communications manager responsible for advertising, promotions and public relations for the company’s Einstein PCS service. Pelegrin spent nine years with Pacific Telecom Cellular Inc., parent company of Cellulink, where she held positions including corporate communications specialist and market analyst.
PrimeCo Personal Communications L.P. named Catarina Wylie director of corporate communications. Wylie has nearly 20 years of experience, most recently as head of corporate communications for PageMart Wireless Inc. Prior to PageMart, Wylie was president of Oppel & Associates, a public relations consulting firm specializing in business-to-business communications.
Metricom Inc. appointed Donald Wood president. He will be responsible for creating a market leadership position for the Ricochet Wireless Modem and Internet service across the United States. Wood has been with the company for two years as executive vice president. Prior to joining the company, Wood held marketing and general management positions with Octel Communications and International Power Technology. In addition, Metricom named Lee Gopadze president of the company’s Southern California operations. Prior to joining the company in early March, he held positions including chief operating officer and executive vice president of The National Dispatch Center in San Diego, senior vice president of operations at Pacific Telesis TeleTrac and executive positions with MetroMedia and Southwestern Bell Mobile Services.
Laurence Atlas was named vice president of government relations-telecommunications for Loral Space & Communications Ltd. Atlas most recently served as associate chief of the Common Carrier Bureau of the Federal Communications Commission, and before that he was associate chief of the FCC’s Wireless Telecommunications Bureau. Prior to joining the FCC, Atlas was an attorney with Willkie, Farr & Gallagher in Washington D.C.
Herbert Hribar was appointed president of Ameritech Cellular and Paging Services. Most recently Hribar was Ameritech International’s vice president of the European region where he was responsible for business development and operations. Prior to joining Ameritech, Hribar spent 12 years with GTE Corp. and Sprint Corp.
Illinois Superconductor Corp. appointed Robert Riccitelli vice president of sales and marketing. He will be responsible for the company’s worldwide sales and marketing activities. Prior to joining Illinois Superconductor, Riccitelli spent 17 years in telecommunications sales positions at Northern Telecom Ltd., most recently as vice president of sales for Nortel Wireless Networks.
George Mansho was promoted to vice president and general manager of Qualcomm Inc.’s OmniTracs International. He will manage current operations, develop market strategies, expand international partnerships and execute the division’s strategy in terms of future migration paths and product development plans. Previously, Mansho spent three years as director and vice president of licensing and strategic alliances for Qualcomm’s Code Division Multiple Access division.
Karl Krastins has been named vice president of sales for Toll Free Cellular. Krastins’ experience in sales and telecommunications includes the position of director of international project development and operations for AT&T Wireless Services Inc. Prior to that, Krastins served as vice president of McCaw Cellular Communications Inc.’s national accounts program and vice president of sales and marketing operations for McCaw’s California/Nevada region. He also was general manager of Midwest Cellular Telephone Co.
