Telecommunications Techniques Corp. and Clear Communications Corp. formed an alliance to jointly market customer network management, intelligent surveillance and testing solutions for competitive access providers and wireless communications providers. TTC’s test and measurement capabilities will be combined with Clear’s expertise in customer network management and intelligent surveillance software, said the companies.

Telular Corp. completed its financing, issuing 10,000 shares of Series A convertible preferred stock in exchange for approximately $10 million under Regulation D provisions of the 1933 Securities Act in a private placement arranged by Lehman Brothers Inc. The terms and conditions of the issuance are the same as the previously issued $10 million in convertible preferred stock, which closed on April 16.

American Personal Communications announced agreements with Pacific Bell Mobile Services and BellSouth Mobility DCS to add Pacific Bell’s California and Nevada markets and BellSouth’s North and South Carolina and Tennessee markets to the areas where APC’s Washington, D.C.-Baltimore customers can roam. The roaming rate for local calls in these new areas is 50 cents a minute, with no personal identification number codes, daily roaming fees or roamer registration, said Scott Schelle, APC’s chief executive officer.

Ortel Corp. has signed a royalty-bearing licensing agreement with Qualcomm Inc. to manufacture and sell wireless repeater products based on Qualcomm’s Code Division Multiple Access technology. Ortel’s wireless repeater product family includes the Ortel MirrorCell Channel Selective Repeater, designed to meet the industry standard for CDMA and proven to provide both indoor and outdoor coverage in commercial CDMA networks, said Ortel.

Specialty Teleconstructors Inc. has completed acquiring Paramount Communications Systems Inc. and Specialty Constructors Coating Inc. Headquartered in Cedar Crest, N.M., Specialty Teleconstructors builds and maintains wireless communications transmitting and receiving facilities for wireless communications service providers. Paramount Communications Systems, located in Somerdale, N.J., does much of the same.
