WASHINGTON-The American Mobile Telecommunications Association filed comments with the Federal Communications Commission requesting a forbearance for non-commercial wireless from the type of regulation imposed upon mass-market communications.
The request was made in response to an FCC notice of proposed rule making asking whether the agency should stop enforcing some regulations against certain classes of providers-and if so, which classes of providers and why.
AMTA said its comments emphasized the burden of regulations on private mobile radio service. The trade organization discussed issues such as whether analog specialized mobile radio should be considered commercial communications and the division between commercial and private communications, using the “covered-carrier” definition adopted in the FCC’s enhanced 911 proceeding.
Several AMTA members also commented on how regulatory burden has impacted their businesses. AMTA on several occasions has asked the commission to reconsider the scope of its commercial mobile radio service definition. AMTA advocates a definition that considers differences in system capacity, operational characteristics and subscriber orientation, the group said.
