In response to wireless customers’ demands that they be able to use their cellular phones outside their home calling area, the Cellular Telecommunications Industry Association in the United States decided to develop a way for wireless carriers around the world to communicate customer and billing information to each other so automatic roaming could take place.
In 1988, CTIA’s board of directors authorized Cibernet’s creation. Cibernet’s charter called for it to define the regulations under which carriers would exchange roaming call records and reconcile roaming balances under a financial settlement program, said CTIA. www.cibernet.co.uk
