WASHINGTON-SBC Communications Inc. has asked the Federal Communications Commission for permission to offer long-distance service in Texas. If its request is granted, SBC hopes to bundle wireless, local exchange, satellite TV and long-distance in packages for its customers.
SBC believes it has met the 14-point checklist outlined in the Telecommunications Act of 1996, which carriers must meet to prove their markets are open to local exchange competition. Baby Bells are required to meet the checklist in each state where they offer local service.
The FCC has 90 days to make a decision. It must give weight to the opinions of the Department of Justice and the Texas Public Utility Commission. Both of these entities have until Feb. 14 to submit their recommendations but the Texas commission voted in December to approve the application.
