OFTA reveals status of fixed wireless buildouts

HONG KONG-Hong Kong’s Office of the Telecommunications Authority announced the status of compliance of the first batch of milestones of five local fixed wireless network operators and the decisions taken by the authority based on the performances.

OFTA issued five fixed wireless licenses in February and March 2000.

SmarTone Broadband Services and Eastar Technology have met all requirements due so far.

Hong Kong Broadband Network has met the milestones on the launch of service and the number of hubs. However, it has failed to meet the milestones on the number of buildings served and cumulative capital expenditure. OFTA said it has extended the deadlines for the compliance of the failed milestones to 24 months from the date of the license grant based on the company’s genuine efforts to comply.

CCT-Teligent has met the number of hubs, but has failed to meet the requirements on cumulative capital expenditure and launch of service. Because the company did not provide its intentions to rectify the situation, OFTA has exercised the right to call the total bonded sums of $1.3 million in respect of the milestones on cumulative capital expenditure and launch of service.

PSINet Wireless has met the launch of service, number of hubs and number of buildings requirements. The company has submitted a statement on capital expenditure, which is not audited. OFTA has required the company submit an audited statement of capital expenditure.
