Telenor unhappy with SMS interconnection decision

FORNEBU, Norway-Norway’s Telenor said it considering filing a complaint to the country’s Ministry of Communication regarding a decision from the Norwegian Post and Telecommunications Authority. The arbitration case decision concerns access for Teletopia to connect to a Telenor Mobil short message service switch.

PT determined the price of 30 kroners (US$0.04) per SMS message for the interconnection. Telenor said such a price implies an indirect price regulation of SMS messages, and it will maintain that regulation is illegal.

PT also said Teletopia will have free access to all of Telenor’s 2.4 million customers.

“We are seeing large part so f our earnings disappear due to such new regulations, a situation that might jeopardize Telenor’s and Norway’s opportunities to maintain an ICT-industry,” Telenor Mobile Chief Executive Officer Ingvild Myhre said. “For the political authorities, this situation should give rise to concern.”

Telenor has a three-week deadline to file a formal complaint.
