WASHINGTON-The Federal Communications Commission hopes to consider rules allowing for a secondary market for spectrum at its May 15 meeting, said FCC Chairman Michael Powell.
The FCC first proposed allowing for a secondary market in spectrum in 2000 but it has lagged because it is hard to mesh the concept of a secondary market and the Communications Act, said Powell. “There was a time where I worked on this for many, many months,” said Powell noting he found he had a difficult time answering some of the questions and merging the two ideas. Powell made his remarks at his regularly scheduled monthly press conference on Thursday morning.
