Leap Wireless International Inc. appointed Albin Al Moschner executive vice president and chief marketing officer and Glenn Umetsu executive vice president and chief technical officer. Both positions are new to the company. Leap said Moschner will be responsible for overseeing Leap’s overall marketing and branding of products and services, along with product development, corporate communications and public relations, customer retention and market research. Umetsu will be responsible for overseeing Leap’s engineering, technical operations, information technology, capital budget management and technology development departments as well as the buildout of new Cricket markets.

Vodafone

Vodafone Group plc reported a handful of senior management appoints, including naming Bill Morrow president of its Vodafone K.K. operations in Japan and Shiro Tsuda executive chairman and chairman of Vodafone K.K.’s board effective April 1. Morrow currently serves as chief executive of Vodafone UK, while Tsuda is currently president and chief executive officer of Vodafone K.K. Vodafone also announced that Tim Miles, current managing director of Vodafone New Zealand, will take over Morrow’s position as chief executive of Vodafone UK.

CTIA

CTIA announced Laura Zuckerman, communications director and legislative assistant for Rep. Steve Buyer (R-Ind.), will join the association as a director of government affairs March 1. “We are delighted to bring Laura on board. Her legislative experience in telecommunications and across a broad range of other issues, as well as her understanding of the media, will make her a valuable resource within CTIA and on the Hill,” said CTIA President Steve Largent.
