Outgoing-only calls one answer to cell dilemma

I was reading your opinion piece (“The forces of good and evil”) in the July 25 edition of RCR Wireless News, and I had a thought. What if wireless companies were to make sites in tunnels and “sensitive” areas like high schools, airplanes, etc., where phones have “provided critical links during times of emergency” into “outgoing only” sites? If phones could originate but not terminate in these areas, it would be impossible to use phones as detonators, yet keep lines open for people who need to make contact out of the area.

From my perspective, it would be a good compromise; the ability to make calls but not receive is much better in terms of convenience than losing all cellular abilities in certain areas.
