MEXICO CITY -(Dow Jones)- Mexico’s telecommunications regulator Cofetel said Wednesday it has proposed fines against three of the country’s mobile-phone operators for failing to advise customers when they will start being billed for calls that go to voice mail.
In a joint press release along with the consumer protection agency Profeco, Cofetel said the proposed sanctions are against America Movil (AMX.MX, AMX) unit Telcel, the local unit of Spain’s Telefonica SA (TEF), and Unefon, which is part of Grupo Iusacell. The regulator said that tests showed the three operators failed to implement a mechanism that allows users whose calls aren’t answered to hang up without charge before being fowarded to voice mail.
Cofetel said the proposals were sent to the Communications and Transport Ministry, which has to determine and, if approved, carry out the sanctions. Fines can be up to about 1.2 million pesos ($100,000).
