The on-again, off-again personal communications tender in Argentina has leaned to the off side, as a court order there suspended the auction of the two licenses in response to complaints over changes to the bidding rules.
News reports from Argentina say Canada’s Telesystem International Wireless Inc. won an injunction to keep the bidding envelopes sealed because the national regulatory agency, the Comision Nacional del Comunicaciones, allowed the nation’s incumbent mobile operators to participate and gave them favorable treatment.
The CNC appealed the order but apparently was rejected.
