Qualcomm Inc. announced it promoted Dr. Mark Epstein to senior vice president of development. Epstein will lead Qualcomm’s international standards activities and develop corporate relationships to support the company’s next-generation wireless products. With more than 30 years in the communications industry, Epstein joined Qualcomm in 1986 as vice president of development. Previously, Epstein was deputy for communications, command, control and intelligence in the office of the Secretary of the U.S. Army, where he was responsible for the U.S. Army’s communications, surveillance, electronic warfare and intelligence systems.
Timothy Russi is the new customer relations manager at Century Telephone Enterprises Inc.’s mobile communications group. Russi is responsible for launching new retention and churn reduction programs, assisting operations on promotion launches and streamlining customer service programs. Previously, Russi worked in customer service and retention for more than five years at Palmer Wireless Inc. in Fort Myers, Fla.
Salient 3 Communications Inc. announced the appointment of Marty Singer as the new president and chief executive officer of SAFCO Technologies Inc. The former Motorola Inc. executive will succeed Bruce Creger Jan 5. Creger will become chairman of SAFCO and devote more time to enhancing its key strategic partnerships. Creger also will assist Singer in the development of new application opportunities for SAFCO’s products. Singer holds four patents and has written widely on technology and social issues.
ComSat RSI Plexsys Wireless Systems announced Michael Dowling has been promoted to vice president of product management and Douglas Judd has been named vice president of operations. In Dowling’s new role, he will manage the development of strategic marketing goals and objectives for the company’s products and oversee the development of marketing strategies for introducing new product lines in the marketplace. Previously, Dowling was the group product manager at Philips Broadband Networks Inc.
As vice president of operations, Judd will be respon-sible for overseeing the day-to-day operations of the program management, manufacturing, customer service and quality assurance departments. He will focus on developing production strategies, customer service programs and maintaining cellular networks that currently are deployed in the market.
