Linda Noda Hobbs has been named president of The National Dispatch Center Inc. Hobbs will oversee all aspects of NDC’s day-to-day operations, including implementation of policies, systems and procedures. Since joining NDC in May 1995, Hobbs has played multiple roles within the company. Hobbs was general counsel and secretary of the corporation, vice president of administration, special assistant for strategic planning and acting vice president of operations. Hobbs has been legal counsel to the company since its formation in November 1990.

Three-sixty Communications Co. has elected Michael Hooker and Alice Peterson to its board of directors. Hooker is the chancellor of the University of North Carolina at Chapel Hill and Peterson serves as vice president and treasurer of Sears, Roebuck and Co.

Michael Glinsky, managing partner in the Denver office of Coopers & Lybrand, has been elected executive vice president and chief financial officer of U S West Inc. Glinsky is a 29-year veteran of Coopers & Lybrand and has been associated with the U S West account for more than 10 years.

Sprint Spectrum, a partnership of Sprint Corp., Tele-Communications Inc., Comcast Corp. and Cox Communications, named F. Edward Mattix chief public relations officer of the company. Mattix will be responsible for Sprint Spectrum’s full range of media relations, financial communications, events marketing and employee communications activities nationally. Previously, Mattix served as vice president of public relations for U S West Communications.

Alcatel Network Systems announced it has appointed Michael Potter vice president and chief financial officer. A British citizen with extensive work experience in Belgium, France and Turkey, Potter brings international experience to Alcatel’s North American operations. Previously, Potter served as general manager and comptroller of Paris-based Alcatel Services International with responsibility for 17 sales and service companies active in the private telecommunications markets of Asia and Latin America.

Carpe Diem Associates, a nationwide strategy firm focused on the wireless telecommunications industry, has appointed Brian Davenport engagement manager and Rajka Hayden marketing director.

Davenport most recently served as director of business development at CommNet Cellular Inc. While at CommNet, Davenport was responsible for product development, pricing, sales channels, customer retention and launch strategies for new products and services in the areas of wireless data, core cellular services and enhanced vertical features.

Prior to joining Carpe Diem, Hayden was the marketing director for the San Diego law firm of Baker & McKenzie.

PCS PrimeCo L.P., the personal communications services partnership of AirTouch Communications Inc., Bell Atlantic Corp., Nynex Corp. and U S West Inc., announced a series of personnel moves and additions.

Robert Johnson has been appointed to the new position of Midwest region president with overall responsibility for the company’s Chicago and Milwaukee markets. Johnson most recently worked for Bell Atlantic International as executive vice president and chief operating officer for TeleZone Corp. in Canada.

Joe Woods will move to lead PrimeCo’s Milwaukee market as vice president and general manager. Prior to joining the company, Woods was general manager of the personal communications services group for AirTouch.

Keith Kaczmarek, vice president of engineering and operations, will take over additional responsibilities previously held by the company’s chief technical officer, Jim Petit, who announced his retirement in January. Kaczmarek joined PrimeCo from AirTouch, where his last position was executive director of advanced technology.

The company named Sharon Marrow vice president and general manager for PrimeCo’s Mid-gulf states market. Marrow’s experience includes marketing and operations management positions for Bell Atlantic Mobile, Dixons Silo Inc. and Voronado Inc.

Lucent Technologies Inc. appointed David C.W. Rogers president of the company’s Network Systems business in the Europe, Middle East and Africa regions, and Arthur Medeiros, Jr. will be president of Lucent’s Caribbean and Latin America regions. Rogers will be responsible for all sales, marketing, operations and new business opportunities in Europe, the Middle East and Africa. Prior to joining Lucent, Rogers was chief executive officer of Amstrad plc, a consumer electronics business in the United Kingdom.

Medeiros will lead sales, marketing, operations and new business efforts throughout the Caribbean and Latin America. Medeiros previously served as executive vice president at Nortel Corp.
