WASHINGTON-Cingular Wireless L.L.C. announced William Wheeler has been made vice president and general manager of the Washington, D.C., Maryland and Virginia region, overseeing all wireless sales and operations for the area. Wheeler relocated from Louisville, Ky., where he served as vice president and general manager.
