Carriers reject both new Calif. consumer rights proposals

WASHINGTON-Mobile-phone carriers rejected two new bill-of-rights plans for California telecom consumers, setting the stage for a vote next Thursday by state regulators.

The big surprise is industry’s strong opposition to the deregulatory plan offered by California Public Utilities Commission member Susan Kennedy. Kennedy had worked closely with carriers and GOP Gov. Arnold Schwarzenegger to fashion a rule that would be far less burdensome to wireless firms than the proposal written by bill of rights author Commissioner Carl Wood.

Wireless carriers, angry they were denied an extension of time to file comments on new telecom consumer measures issued by Kennedy and Commissioner Geoffrey Brown, appear left with few options as the May 27 vote nears.

Schwarzenegger’s office did not return a call inquiring whether the governor plans to intervene.
