SAN DIEGO-Leap Wireless International Inc. signed a non-binding memorandum of understanding to purchase a personal communications services operating license in Visalia, Calif., for an undisclosed amount.
Leap expects to complete a binding agreement within the next 30 days for the license covering 470,000 potential customers.
