WESTOWER REPORTS HOUSTON CONTRACT

VANCOUVER, Wash.-WesTower Corp. announced a build-to-suit agreement with Houston
Cellular Telephone Co. WesTower will build a portion of Houston Cellular’s towers in the Houston area in 1999 and
2000 under the agreement.
