Metawave Communications Corp. named Vito Palermo senior vice president and chief financial officer, with responsibility for the company’s financial and administrative operations including accounting, treasury, financial planning, investor relations and human resources. Most recently, Palermo served as vice president and corporate controller for Bay Networks Inc.

Cellcom promoted Michelle Bartley to regional sales manager responsible for Brown County, Wis. She also will be responsible for Cellcom’s emergency cellular service during Green Bay Packer games. Most recently, Bartley was a sales representative in the company’s western Green Bay area. The company also promoted Tom Roman to product and service manager from regional sales manager for the Brown County and Lakeshore sales regions. Under his direction, the company recently rolled out paging service and the convertible phone, which operates as a cordless phone at home and a wireless phone in a vehicle. In addition, Cellcom hired Jennifer Buechel as a training coordinator and Sherry Umentum for outside sales in western Green Bay.

Eric Paulson has been promoted to vice president of Miller/Shandwick Technologies, a public relations firm specializing in high technology. Paulson is general manager of the company’s Dallas office, where he supervises client accounts in telecommunications and other high technology industries. Paulson has been with Miller/Shandwick since August 1995.

Robert Goldsmith is the new executive vice president and chief operating officer for American Mobile Satellite Corp. He will be responsible for sales and marketing, operations, engineering and customer service. Goldsmith most recently served as senior vice president of sales and marketing and general manager of the Qwest Communications Co.’s commercial services division. Previously, Goldsmith spent eight years with Satellite Business Systems and 10 years in sales and marketing positions with IBM Corp.

Audiovox Corp. named Paul Kreuch to the company’s board of directors. Kreuch currently is a senior vice president in the financial services practice at Handy HRM Corp., an executive recruiting firm. Prior to joining Handy HRM, Kreuch spent 14 years in senior management positions with NatWest Bank N.A.

Intercell Corp. appointed Richard Gibson president and chief executive officer of its new subsidiary, Intercell Wireless Corp. He will be responsible for research, development, production and marketing of the company’s products. Gibson has 17 years of sales and marketing experience, most recently at Motorola Inc.’s Systems and Space Technology Group, where he was responsible for establishing the commercial marketplace for voice encryption products. Prior to that, Gibson held engineering, technical marketing and sales positions for IBM Corp.

BIA Companies made several additions to its staff. Mark O’Brien, formerly vice president of BIA Publications Inc., was named chief operating officer of BIA Companies. Debbie Metcalf, most recently assistant vice president of marketing, was named vice president of BIA Research Inc. Charles Wiebe, formerly vice president of Mellon Bank, joins BIA Capital Corp. as director. Edward Czarnecki, previously managing director of International Technology Consultants, is BIA International Inc.’s director of international consulting. Althea Lacey, controller of BIA Companies, will assume the responsibilities of director of operational audits. Frank Pietrucha, previously vice president for international industry events at the Institute for International Research, is now director of marketing at BIA Companies. Georgina Santilli was named research and support specialist for BIA Research Inc.

The new vice president and general manager of PriCellular Corp.’s Kentucky cluster is Stephen Lochmueller. Lochmueller served as general manager for the cluster for more than three years before PriCellular acquired it. He has 10 years of experience in the cellular industry including positions as market manager for Cellular One in Lexington, Ky., and liaison for technology and communications for the Office of the Governor of Kentucky.

Douglas Morais was named executive vice president of Ortel Corp. Morais will focus on operations for Ortel and will report to the company’s president and chief executive officer, Wim Selders. Prior to joining Ortel, Morais was executive vice president of business development and technology for California Microwave Inc. Before that, Morais was president and chief operations officer for Digital Microwave Corp. He also previously held senior-level positions at Harris Corp. and Harris Farinon Canada Inc.

Mark Mabee was appointed central regional sales manger for Indala Corp., a wholly owned subsidiary of Motorola Inc. He will be responsible for the company’s line of access control products. Mabee joins the company from a subsidiary of IBM Corp., where he developed sales force automation. He also sold and designed access control badging systems for Eastman Kodak Co.’s Edicon Systems Division.

Metrocall Inc. appointed Kenneth Goldstein senior vice president of engineering and technology, with responsibility for engineering design, technology evaluations, management of technicians and Federal Communications Commission and interconnection issues. Goldstein served as vice president of engineering for A+ Network Inc. since 1993. He also has held positions with PageMart Inc., CliniTherm Corp., Texas Instruments, Motorola Inc. and Communications Industry.

Phoenix Wireless Group Inc. named Allen Kupetz director of business development for the company’s Asia region. Kupetz has spent the past four years in Seoul, Korea, where he was telecommunications policy officer for the U.S. Embassy.

Mort Topfer will serve on DSC Communications Inc.’s board of directors. Topfer is vice chairman for Dell Computer Corp. and has more than 35 years of experience in high technology businesses. Prior to joining Dell in 1994, Topfer spent 23 years with Motorola Inc. in a variety of executive positions. Topfer also held research and development positions at RCA Laboratories before joining Motorola. He replaces James Nolan, who retired from DSC’s board after serving as a director since 1981.

Metapath Corp. selected Jeff Feinstein to serve as vice president of sales. He will oversee all sales activities including new account generation, account management and channel development. Feinstein joins Metapath from Sequent Computer Systems, where he was vice president and general manager of the company’s American operations. Feinstein also held positions with Micro Technology and Unisys Corp.

The new director of financial planning and analysis for Illuminet is Peter Wiederspan. He will oversee development of short-term and long-term financial plans including financial analysis and profitability assessment related to new products and ventures. Wiederspan most recently was senior manager of corporate planning and analysis for Nextel Communications Inc., where he was responsible for financial project management including product pricing and analysis and development of financial systems and reporting processes.

Philips Consumer Communications named Robert Garrey general counsel. Garrey most recently was corporate counsel for Paging Network Inc., and before that he was a trial attorney with Jenkens & Gilchrist, a Dallas-based law firm.

Michael Lee has been named chief operating officer for ReadyCom Inc. He will be responsible for the company’s daily operations including sales and marketing, engineering and operations. Lee has held sales, marketing and operations positions with Southwestern Bell Corp., was president and general manager of Southwestern Bell’s Cellular One-Boston and was vice president of sales, marketing and customer satisfaction for Metromedia Paging Services. He also served as senior vice president of sales for MobileComm.

Mobile Systems International Inc. appointed Patrick Murtha vice president
of business development. Murtha most recently was senior vice president of
corporate development for Telular Corp., and before that he was with Commnet 2000, Sprint Corp. and U S West Communications Inc. Murtha will oversee strategic business development opportunities for MSI.

Celcore Inc. appointed Jay Rosen vice president, general counsel and corporate secretary. Most recently, Rosen was vice president and associate general counsel for GTE Corp. During his 29 years with the company, Rosen held various senior level legal positions including vice president and general counsel for GTE Mobile Communications Group. Prior to GTE, Rosen had legal experience with AT&T Corp. and the Federal Trade Commission.

Qualcomm Inc. named Daniel Pegg to the new position of senior vice president for public affairs. He will oversee corporate public relations, public affairs, community relations and investor relations for Qualcomm. Pegg most recently served as president of the San Diego Economic Development Corp.

Joy Maguire is the new senior manager of product management and marketing for Mitsubishi Wireless Communications Inc.’s personal mobile communications division. She will be responsible for the division’s product management, business development and marketing of the MobileAccess phone and complementary applications and services. Maguire spent nine years at Centigram Communications Corp., where she most recently served as director of marketing. She also held positions with AT&T Corp. and Pacific Telephone before joining Centigram.

Comsat Corp. announced Gary Sharpe is the company’s new director of investor relations. Sharpe joins Comsat from Hawaiian Electric Industries, where he was director of investor relations. Prior to that, Sharpe was president of investor relations in the Los Angeles office of Georgeson & Co., a proxy solicitation and investor relations consulting firm.

Leonard Katz was appointed senior vice president of external affairs for Rogers Cantel Inc. Katz will take on the responsibilities of the newly created corporate communications function and he will continue his responsibilities in corporate development. Katz has served in several positions since joining the company in 1985, including director of corporate planning, director of market development and assistant vice president of government and intercarrier relations.

Geotek Communications Inc. appointed Michael McCoy president and chief executive officer of Geotek USA. McCoy will be responsible for developing Geotek’s U.S. wireless business activities, including operations, marketing and distribution of U.S. wireless networks. He has been with the company since 1994, when he was regional vice president for the New York service area. He became senior vice president and chief financial officer in 1995. Prior to joining Geotek, McCoy was a member of the office of the chairman and senior vice president of business development for LCI International Inc., a facilities-based long-distance telecommunications company.

TSR Paging Inc.’s board of directors promoted Mitchell Sacks to president of the company. Sacks formerly was executive vice president, and he will continue as chief financial officer. Sacks joined TSR in 1991 as vice president of finance.

Steve Rosen has been named national marketing and sales manager for Casio PhoneMate Inc. Rosen will be responsible for Casio’s product launch in the North American pager market. Rosen has held management positions with Ora Electronics Inc., Pacific Bell Mobile Services, Nextel Communications Inc. and PacTel Cellular.

Jan Steven Zwaik is the new chief operating officer of Chadmoore Wireless Group Inc. Zwaik joins Chadmoore from Geotek Communications Inc. where he was vice president-director of New York markets. He also directed Geotek’s marketing of digital specialized mobile radio. Previously he was chief operating officer and chief financial officer of Mariga Communications Corp./NovoComm Inc., an international telecommunications company. He also served as CFO and vice president of finance and operations for Lin Broadcasting’s cellular division.

Ardis has promoted three executives to its senior management team. Mark Baker is the new chief financial officer. He has been with the company for six years, managing financial planning and serving as senior staff accountant and controller. He will be responsible for all accounting and financial planning functions including payroll and accounts payable, budgeting, forecasting, long-range planning and administrative services. Michael McGee was promoted from director of client services to vice president of marketing and client services. He will be responsible for marketing, communications, solution development, wireless implementation services and customer service functions. Michael Woodruff is now vice president of technology and operations, with responsibility for software development, RF technology and engineering, telecommunications, technical support and network operations.

David Brandos was named vice president of mobile data services at Alltel Mobile Communications Inc. He will be responsible for developing and deploying wireless data services. Prior to joining the company, Brandos was vice president and general manager of Pacific Communication Science Inc. He also served as director of engineering at McCaw Cellular Communications Inc.
